The article provides the study based on county open-space surveys comparative analysis allowing investigating more than 547 counties covering such states as Maine, Rhode Island, Connecticut, Vermont and Massachusetts. Analytical research was one of the study aspects through which the author performed survey analysis of populations referring to particular representing counties. It should be noted that in order to learn the nature and role of open-space collaboration in more detail, the author concentrated on the hypothesizing of every county level institution. Besides, the study reflects the elements of quality measuring disclosed by the author in the form of evaluation of various policies levels.
